Permanent Full-Time APHIS is an emergency response agency. This means that all Agency employees may be asked or assigned to participate in rotating temporary duty assignments away from their assigned duty station to support emergency programs at some time during their careers with APHIS.
The incumbent serves as one of several Project Managers in Veterinary Services (VS) if the Office of the Chief Information Officer (OCIO) and reports directly to the Director, Ames Projects and Development (APD).
The APD unit was created to provide services for the multiple national and international lines of business performed by the different Agencies (Animal and Plant Health Inspection Services and the Animal Research Services) that comprise the National Centers for Animal Health (NCAH) Campus in Ames, IA and Plum Island, NY.
APHIS is an emergency response agency. This means that all Agency employees may be asked or assigned to participate in rotating temporary duty assignments to support emergency programs at some time during their careers with APHIS. The incumbent uses project management skills to assure on-time delivery of solutions and assists in post implementation support and enhancement of systems.
The incumbent is considered a technical expert responsible for managing the analysis, development, acquisition, and implementation of major information systems and software assets in the areas of Veterinary Services program initiative.
The incumbent will provides expertise, leadership, and support to teams of computer specialists and program subject matter experts involved in the development of new or improved computer applications and systems.
The incumbent provides consulting and coordination support for customers; works with subject matter experts to convene customer user groups and other cross functional groups as necessary; provides decision support services by conducting needs analyses, cost-benefit analyses, developing functional specifications, and interfacing between customers, users, and information technology providers.
The incumbent develops and manages contract requirements through statements of work and/or statements of objectives. They also serve as designated Contracting Officer (CO) Representative providing the technical liaison between the CO and the Contractor.
Coordinates work assigned to VS Application development team in the APD unit and supporting IT work units (NCAH, VS, and APHIS).
Reviews completed work for adequacy, efficiency, and accuracy by applying testing standards, and adherence to established documentation standards. Reviews progress reports from the Contractor to ensure work is progressing according to the established project plan.
Developing and adhering to VS Application Standards with special emphasis on the business functions (local, national and international) of the NCAH.
Managing and overseeing the system development process including the development of strategic and project plans, systems analysis, technical design, coding, testing and turnover to production of the application.
Makes recommendations pertaining to new IT technologies that will enhance the information delivery and management of administrative and other data across multiple organizations and agencies.
Maintains currency through professional journals and technical seminars, seeks out and maintains contact with contractors, vendors, and IT personnel across the government. Establishes and maintains liaison with Departmental IT staffs and with other external organizations having similar goals and aims to the Agency's IT community, whether in the public or private sector.

This position is subject to unscheduled overnight details of undetermined lengths in the event of animal health emergencies or other conditions requiring immediate response, as required by the Agency. (Extensive periods of time may be designated for overnight details.)

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

OR EDUCATION : Applicants must have completed 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Using project management skills to lead information technology projects with national scope.
Developing statements of work to manage contract requirements.
Overseeing design, development, maintenance and implementation of business applications.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Overseeing acquisition, installation, customization, maintenance, and administration of major agency-wide and administrative applications produced both in-house and with contractor assistance.
Serving as a contracting officers technical representative for major system acquisitions.
Coordinating, developing and implementing data standards and other software standards in alignment with application and information architecture.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
